Windows 10: How to create a new Downloads Shell Folder

I was trying to relocate my default "Downloads" folder to another directory and accidentally named it and pointed it to my E:\ drive. Now windows won't let me correct it so that the default download location should be E:\Downloads. I get an error that tells me I can't put the parent into the child. is their anyway to correct this?

It's working for me. But my new folder option is not working anywhere not in desktop as well as not in file explorer. Whenever I am placing my cursor on new folder option, its first spinning for few seconds then goes to close the file
explorer and refresh the desktop once.
