Windows 10: How to delete/recreate my corrupt recycle bins?

Hello,
Apparently my recycle bins (one or more?) have been corrupted.
I found that I can delete/recreate them, but that does not work.
I was supposed to run command prompt as admin and then type at system 32:
/s /q C:\$Recycle.bin

But I get un-understandable response that q can not do anything.
What goes wrong? What else to do?

About the corrupt bin itself:
I have around 8000 unnecessary FileHistory documents there.
I can only delete them manually, with 30 at the same time.
Lots of work - and: how useful is it?
In other words: once I am done will the corruption problem be solved?
Or start over again?

To prevent your files from being deleted from the Recycle Bin, we suggest increasing the maximum file size your Recycle Bin can keep by following the steps below:

• Right click on the Recycle Bin icon.
• Under the Settings for selected location, select Custom size.
• Fill up the box for your allotted maximum file size for your Recycle Bin.

It was a suggested way to fix the problem: delete a corrupted recycle bin and Windows will recreate a new one. That did not solve the problem.s
