Windows 10: How to delete user from recycle bin

I recently tried deleting a deleted user folder from my local drive in an attempt to free up some space. However, it just put it in the recycle bin. When I tried deleting it from there, it just keeps discovering items forever. How can I permanently remove this user folder from my recycle bin?

To prevent your files from being deleted from the Recycle Bin, we suggest increasing the maximum file size your Recycle Bin can keep by following the steps below:

• Right click on the Recycle Bin icon.
• Under the Settings for selected location, select Custom size.
• Fill up the box for your allotted maximum file size for your Recycle Bin.

Recycle Bin refuses to delete files for user

Hello,

I am troubleshooting an issue for a user where they receive an error message whenever they try to delete a file. The message states that recycle bin is unable to recycle the file, would you like to permanently delete it? This is occurring on files of all
types and sizes and the Recycle Bin has been emptied. I have run the rd /s /q C:\$Recycle.bin command and
SFC /scannow with no results. User is running Windows 10 and this issue only occurs on this particular user's profile. Any suggestions?
