Windows 10: How to disable anti-virus is turned off notification in win10 ver 1909

I have windows 10 home and its updated to version 1909, and everytime I reboot my pc I see a notification I have previously shut off about my anti-virus being in sleep mode/turned off, how can I disable this notification? I am asking here because i've tried various other solutions and none of them seem to work so far for 1909.

Yeah I have avast disabled/in sleep mode. I don't have it running 24/7 as I do not need to. I'm pretty careful what I do and where I go online, so I'd rather not have the thing scanning everything I open and slowing crap down. Its just everytime I reboot/start windows a security notification complains avast is turned off. what I wanna disable is that notification as I do not need it to tell me this everytime I turn the pc on, as I know its disabled as I did it myself. I used to have it turned off, but in 1909 its back again and I can't figure out how to shut it up.
