Windows 10: How to disable the factory reset?

Since I have non-admin users able to remove everything that I have setup with factory reset I would like to disable this. It is absurd, to have so many things setup and then a standard user can simply factory reset the computer and gain full access. So there are two things to consider when disabling factory reset. One appears when you click restart while holding down the shift key. I would like to disable this. Another appears if while the computer is booting you press down the relevant key(I don't know which one, do tell if you know) and select it in the menu before the OS even loads. I would like to disable this. A third option of factory reset is only possible for admin users by selecting it from the start menu. If there is fourth that needs to be disabled let me know. There shouldn't be an issue singing in to your computer after performing a factory reset. What's odd is that the error message "Your account has been disabled" is showing up. However, we suggest that you provide us a screenshot of the signing
in page with the said error message. It's for us to determine what would be the steps that we need to isolate your concern.

Thank you john for all of your help i decided to get the usb my computer came with and factory reset it i didnt have anything that personal or valueable so its ok thanks for the help though i appreciate it
