Windows 10: How to disabled a BS functionality called "CTRL + ALT + DEL for login"?

I can not disabled secure sign in from the User Accounts settings. The "Require users to use BS functionality" is grayed out...Have been using windows 10 for years and have not had that problem ever. Since the last update I am forced to use that.Now I read , i can do something in secpol.msc but apparently secpol.msc and gpedit is not available for Home users... Just a question... since when? I thought i used gpedit before...PLEASE... HOW to disable that? Its really annoying the chicken pox out of me...

Ctrl-Alt-Del not working at login screen

I have a Panasonic Toughpad running Windows 10 Pro that has recently stopped accepting Ctrl-Alt-Del at the login screen. I press the key combo and it flickers like it is going to the login prompt but it just goes back to the screen telling me to press ctrl-alt-del to unlock the computer. I have tried restarting, safe-mode, startup repair, different keyboards, and nothing works. This computer is on an AD domain so I can not disable ctrl-alt-del. Any help would be appreciated.
