Windows 10: How to fix pop up interrupting another program?

I was using a mouse that shows a pop up whenever I change its DPI. However, the pop up interrupts other programs, such as when I am playing games or typing texts in that particular window/program. What I'm struggling with is that I have to click the window again to function properly.

Programs not working

In post 26 there were steps listed to fix the operating system corruption.
Are you able to follow them?
In post 29 was the suggested dism repair command.

 

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

Step 1:

I suggest you to follow the below steps how to set as default app.

• In the search box, type “settings”.
• Click on “system” and on the left hand corner click on
  “default apps”.
• Under “choose default apps” click on the “+” symbol and you can
  add the apps.

Step 2:

I would suggest you to follow the steps and check if the issue persists:

• 
  Press Windows key +R.
  
• 
  Type inetcpl.cpl and hit Enter.
  
• 
  Click on Programs Tab and click
  Set Programs under Internet Programs.
  
• 
  Click on Select Associate a File type or protocol with a program.
