Really think doing in place upgrade has an effect over the 30 day rule used when you first upgraded to windows 10 from an older OS?

Yes, as it's in the official Microsoft Windows 10 November update FAQ in the Notes section... It's also been confirmed with people I know who work inside Microsoft in Redmond...

Had this problem many times on various machines. Found if I just killed the power with critical error message showing, the problem was gone at next boot. This is something Microsoft needs to fix

If it’s been less than 31 days since you upgraded to Windows 10, you won’t get the November update right away.
31 days since you upgraded on July 29 from existing OS version you won't get the update till after 31 days. I maybe misunderstood you meaning can't update to 105860 because you did an inplace upgrade less then 31 days ago, because they are talking about the original upgrade to Windows 10 from 7,8,8.1 so you can still roll back to it. In place upgrade is just a repair, even if you did a clean install would not affect this.

In-place upgrade may be a repair but whether you clean install or upgrade or in-place upgrade, you can upgrade after the 31st day and not before. My original upgrade was done on August 12, 2015 which was 14 days after the RTM 10240 release date. So it seems like November 25, 2015 would also be 13 days from the original TH2 release date which would be 31 days from my last in-place upgrade date of October 26, 2015. I'll find out for sure when the update shows up on WU.

I have cleaned installed more then once since i upgraded to Windows 10 on July 29th. Once after the upgrade and just recently with the TH2 build i did a clean install. I feel once you were activated from original upgrade from your old OS this is what they mean about not being able to get the November update till 31 days after, not after doing a clean install of 10240 or an inplace upgrade. If i misunderstood again, sorry.

When was your last clean install before the TH2 build came out? You did a clean install with the TH2 build so that part doesn't matter as TH2 will not have Windows Update telling you to upgrade.

11/5/15 was i believe last clean install because i bought a new SSD, then did another on 11/13/15 of TH2 with techbench disc. So kind close, huh ? Because, 1 i never received the update via windows update, 2 i wanted to do a clean install of the new build anyway, do not like upgrade like this over the other since a new build.

I assume could be reasons i did not get the update through windows update, maybe right, not sure. Stated in FAQ with MS sounds more like has to do with the original upgrade to Win 10 to me.

Those are different as those are kind of like manually installing TH2, I meant Windows Updates won't offer it unless it was installed for more than 30 days. It could just be for liability.

Yeah, think i am getting a bit confused from what you meant, if upgraded they just want to give you the 30 day period to be able to go back to Win 7,8, 8.1. That was the original FAQ might fall in if you clean install, but were already activated since a period over 31 days to Win 10, even being clean install of TH2.

I do agree that reverting is pointless if it's a in-place upgrade install or a clean install since the former, unless someone really hated the IPU, they wouldn't be going back, they can always have something that asks are you certain you want to upgrade. A clean install would have nothing to revert to anyways.
