Windows 10: How to gain full control of used Win 10 laptop

I bought my wife a new laptop. I took her old one.
HP PAV X360 15-CR0010NR Intel® 8th Gen i5-8250U Windows 10.0.18362
I removed her account and made me the new admin.
I was looking around and noticed that windows update was disabled. I went into services and tried to enable it ( the start and stop are grayed out). Says "access is denied". Everything i do in services come up access is denied. Also windows can not find gpedit and lusrmgr.
How do I gain full control with out doing a system restore and starting over?
I show as the only account on this computer.

I would suggest you to follow these steps and try to run the Hardware troubleshooter:

• Press Windows key + X on the keyboard.
• Click on Control panel.
• Type “Troubleshooting” without quotes in the Control panel
  search box.
• Click on Troubleshooting and click on View all.
• Click on Hardware and Devices troubleshooter and follow the on-screen instructions.

If the issue still persists, Uninstall and Reinstall the Keyboard Drivers.

Uninstall the Keyboard Drivers

• 
  Press “Windows Logo” + “X” keys on the keyboard.
  
• 
  Click on “Device Manager” from that list.
  
• 
  Search for the Keyboard from the device list, right click on it and then select “Uninstall”. On the un-installation window, if you have an option: “Delete the driver software for this device” you may select
  that and then remove the corrupted drivers from the computer.
  
• 
  Follow the on-screen instructions to complete it and then restart the computer if prompted.

Changing the microphone settings are one of the possible ways to resolve the issue. Let's check the sound settings thru Control Panel. Follow the steps below:

• Open Control Panel.
  
• Select Hardware and Sound.
  
• Click Sound.
  
• Go to Recording tab.
  
• Right-click your Microphone, then click Properties.
  
• Go to Advanced tab.
  
• Uncheck the Allow applications to take exclusive control of this device.

I suggest you to Disable
the built in Administrator account in Windows 10, before disabling the account I suggest you to create a new account and then disable the account.

I suggest you to refer the steps below and check if it helps

• 
  Press Windows+ X, select
  Command Prompt, and then click Run as Administrator.
  
• 
  When you are prompted by User Account Control, click Continue.
  
• 
  At the command prompt, type net user administrator /active: no, and then press Enter.
