Windows 10: How to get rid of previous settings

Hello,
So I bought a used laptop and recently ran into some issues while installing a program. I did some research and it turns out that the laptop seems to still have the previous setting stored. I get the following message when I try to access the "controlled Folder Access".

Any idea of how to make this accessible again?

That's what the auto setting will do since you're over the 1333 mark it jumps to the next step which isn't listed or officially supported I assume by that ram.

At this point though I would suggest dropping the multi one step or .5 so that we can get something stable and possibly take the heat issue out of the picture for now.

As always, there seems to be lots of alleged fixes out there, which may work on versions earlier than Win 10... but not with Win 10. The struggle for getting rid of this now un-needed bloat seems to be wrapped up in file permissions. But even when I try to clobber it with administrative authority, it won't budge. One fix suggests that you can use disk cleanup to get rid of it by selecting previous installation files. Heh. Yeah. Just TRY and find that option in Win 10.

Ok. Somebody hopefully has managed to resolve this inigma. Step by step, please.
