Windows 10: how to give something i downloaded admin perms forever?

right uh so i just reinstalled windows cos of other errors and cos it was running slow, and b4 on the old install of windows this i downloaded sum and accidentially didnt give it admin perms, so everytime i tried to open it id get the windows thinbgy saying .do u want this app to chanbge ur system. or sum idk and when i reset my pc i thought it woulf forget that i didnt give it admin perms? But it didnt? so yea if theres a way to fux it then pleassssse tell me,, also sorry for my bad spelling my hands r really shaky tonite :/

App needs admin perms to be deleted

Hi I am trying to delete a file and it says I need admin perms to be deleted and no I will not do the safe mode I should be able to delete it without having to do extra seps

Able to run any program with admin perms from cmd wihouyt admin password | Win7 - Win10

You're able, and therefore any software is able, to run any program with admin perms without needing the admin password. The only thing you need to do it is a bat file with 2 lines of code. (Lines will kept secret until a moderator or admin asks for security
reasons). As you can see this is a major flaw in the security of windows. I would like to see this get fixed, even thou it's a handy exploit for tech support or other cases you need something to run with admin perms without knowing the password.
