How to ignore the presence of the Explorer/Wallpaper Policy?

So, I am in a corporate environment and yes, there are policies, one of which is the fixed wallpaper policy based on the presence of the HKCU key in the Policies folder. I dread looking at the same corp picture.

In Windows 7, I discovered the Explorer/Wallpaper policy that sits in the HKCU Policies settings. I wrote a quick C# program to remove that entry and once removed, I could replace the background and proceed to the next background image without a problem.

Now comes Windows 10 upgrade. The same policies exist in the exact same locations, however, despite removing the Wallpaper policy (which unlocks the Personalization UI), I am unable to get the slideshow to work. What I discovered is that when Windows 10 launches on the corp lan, the policies are downloaded and that appears to lock in the wallpaper settings at login time despite removing the reg key afterwards. This is a notable Windows 10 behavioral difference.

My program removes the key on shutdown, and I discovered when I boot my system off network (i.e., at home), the background slideshow works without fail.

So, my question is, how can I get Windows 10 to observe the updated policy in real time so the slideshow can work again, if I by chance have to reboot on the corp network. Right now, my work-around is to hibernate, so this way, I just unlock my computer instead of logging into the network.

    Thoughts?

    Paul
