Windows 10: How to install remote tool to raspberry 3 B+ windows 10 iot?

I am new to this. I have two questions.

1. I can get into Raspberry through PowerShell and web device portal . but I got white blank page when I use windows IOT(insider preview 17728) remote client app, any ideas? Any android app I can use to remote?

2. how do I download remote tool to windows iot so I can run it and get remote debugger. Should I download remote tool to my local and copy it over to IOT, then use powershell to run?

Windows 10 IoT Remote Client connects to Raspberry Pi 3, but only shows white screen

Windows 10 IoT Core is a version of Windows 10 that is optimized for smaller devices with or without a display, and that runs on both ARM
and x86/x64 devices. Windows 10 IoT Core utilizes the rich, extensible Universal Windows Platform (UWP) API for building great solutions.
If you're having issues connecting to your Raspberry Pi and getting white screen, refer on this
article for troubleshooting steps in resolving the issue. Go to Troubleshooting on the bottom page of the article.

Windows 10 IoT failed to start on Raspberry PI 3, status : 0x000014c

Hi,

I installed Windows 10 IoT on Raspberry PI 3, through Windows 10 IoT Dashboard. when it boot first time, it worked well till the screen of wifi, but after I connected the Raspberry PI to WiFi Network, there was a gray screen, then I disconnected the Power
of raspberry PI and reconnected it again, I got a message from Windows boot Manager : Windows Filed to start. A recent hardware or software change might be the cause.

I am using SD card SanDisk Ultra microSDHC UHS-1 16 GB.

any idea to solve that issue.

Update : I removed the SD card and plug it again, it worked fine for first time, when I restarted the device, it showed the same error.
