Windows 10: How to manually update definition of Windows Defender without internet access

I am an administrator of workstation which is Windows 10 versioin1803. The workstation is located in internal domain where is not allow to access to internet. Recently I got following finding by running vulnerability scan to my workstation.

It said it requires to update definition of Windows Defender higher than version 1.1.14405.2, but the problem is we do not have internet access from the workstation, so I am looking for where I can download the latest definition file to update it manually. Any advice will be gratefully appreciated.

Task to auto update windows defender definitions disappears

My mom has a new laptop with windows 8.1, we always set the windows updates to manual.
On our other windows 8.1 computers I have created a task for auto updating windows defender definitions, which works fine for us.

This is how I created this task:

"Click on "Create Task", name it what you like (mine is Daily Signature Update), set the trigger as the time you want it to run every day.

For Action browse to Program Files\Windows Defender\MpCmdRun.exe and select it. In "Add arguments" add -SignatureUpdate -MMPC"

But somehow this task disappears once it has run on my mom's laptop.
I'm logged in as admin and then I also tried it with running the task scheduler as admin, the task just disappears every day for some reason, while it works fine on our other windows 8.1 computers.

Anyone an idea why this task disappears every time?

Error 0x80246007 Windows Defender couldn't check for definitions

We will try to flush all the updates Windows Defender has and try to install definitions fresh. Follow these steps:

• Make sure you have the copy of
  manual update file you downloaded earlier. If not, download again. Then, disconnect internet.
• Go to start and search for 'command'.
• From search results, right click on 'Command Prompt' and click on 'Run as Administrator'.
• In Command Prompt window, type this command, one line at a time and press
  Enter after each line:
  
  cd "C:\Program Files\Windows Defender"
  
  then
  
  MpCmdRun.exe -removedefinitions -all
  
  This command will remove all the installed definitions.
• Run the manual update file and leave the system for 5-10 mins.
• Check whether Windows Defender is updated now and perform an update to see if it is updating fine now.
