Windows 10: How to measure load on system memory controller/northbridge?

GPU-Z has a field in the sensor tab which gives the video card 'memory controller load'. I think this is the collection of transistors responsible to passing information between the video card RAM and the GPU. I believe that the CPU and system RAM has an equivalent memory controller located in the northbridge. I would like to know what the load is on this memory controller because I'm trying to understand why I'm being told my inadequate hardware is the reason for dropped frames when previewing video during editing despite the fact that none of the parameters I can measure suggest a hardware bottleneck (CPU, GPU and GPU mem controller <25%, mostly ~15%).

Sport Manager should read the scale from Windows System, go to:

Start - Control Panel - Regional and Language Options - Customize --> measurement system --> Metric or U.S., will that help ?
