Windows 10: How to Prevent Windows10 from Installing League of Legends PERMANENTLY?

Hi long story short I am addicted to this stupid game and I feel it's very very hard for me to be productive when the league of legends icon is just chilling on my desktop (I work and do things on my computer). This game has taken a big toll in my life and my relationships (I have a business partner) as I play for a while, and by the time I decide it's time to be productive I am already tired and have used all my brainpower. I have re installed this stupid game so many times it's honestly not even funny.

So question, how can I make it so I can't install this game ever?? Please don't give me advice on how I can get better, I know myself and I know I will never stop playing this game until I receive some big consequence. Please know you are helping me change my life and become rich... Maybe one day I will give you a gift, maybe Anyways thanks

Prevent installation of League of Legends Only

I have a little brother who has become addicted to League of legends, and he keeps ruining his laptop by trying to download some kind of shady tools. Because of these tools, he is constantly exposed to viruses that usually end up with constant blue screens, missing drivers and ruined hardware

I want to add in some kind of prevention that will not allow him to ever install/play/interact with league of legends without my permission, whilst still allowing him to install other games and other applications without my permission/authorization.

League of Legends

Everything except the store works on League of Legends. Could you help me with this? I tried reinstalling, putting League in the exception list, configuring my firewall, using a wired connection, using a VPN, restoring data, Release/Renewing
my computers network, resincing my clock and switching to a public DNS. I don't see what I could do more. Can you help me out?
