Windows 10: How to reinstall United States-International keyboard

The United States-International keyboard I have used for years has suddenly stopped working properly. For example, it no longer types umlaut-e when I type shift + " and then e, and there are many other problems. (I can still type an uppercase Ë, but not a lower-case umlaut-e.) Is there a way to remove the keyboard permanently from Windows 10 and download a new version? I have already tried removing it in Region settings and adding it again. It's gone totally bonkers.

How to use the United States-International keyboard layout in 10. I tried Alt+1063 but it nothing happened.

 

Option to be able to switch between the English (United States) and the English (International) keyboards

I keep clicking on English (United States) as instructed and do not get an options button. The English (United States) language has already been installed and is grayed out. I would like to be able to switch between the English (United States) and the English
(International) keyboards as could be done in previous versions of Windows.

Go to Settings- Time and Language-Region and Language.

If you have English (united States) on your list, click on it. (Or add it and then click on it). Click on Options.

Next, click on Add a Keyboard. Scroll the list until you come to United States- International (QWERTY). Add it.
