Windows 10: How to remove cscript.exe and cscript.exe.mui?

Whenever my pc starts up after booting, cscript.exe program always pops up with a black screen. I want to remove it from my pc. But I can't uninstall it.

Please tell me how to uninstall or remove it from my pc.

And also when I try to delete that file it shows up,

"You require permission from TrustedInstaller to do so"

CScript not running w/ CMD

I need to run CScript on my computer for a scripting class I am taking, and it stopped working all of a sudden. For over a week I have had no issues running VBScripts with CScript in CMD, now I get a popup:

"This app can't be run on your PC. To find a version for your PC, check with the software publisher"

I have windows 10 and it was just recently updated with the latest patches. Window Script Host is also enabled for the local machine and the user.

• Are you trying to modify the performance of Windows using
  Csripts/VBScripts?
• Is your computer connected to a company domain?
• What Windows Server are you using?

It is possible that you .exe is not working due to corrupted system files or account. To assist you better, kindly answer the following questions:

• Does this happen with a specific application or with all of your application?
• Have you tried creating a new admin account to check if the issue also with new account or only with the current account?
