Windows 10: how to stop scrolling

Ever since Windows 10 did an update on 11/25/2019 at 4:30 p.m. all of my programs I go into will not stop scrolling. It is all Microsoft products especially that is doing and I cannot get my checking account to balance if it will not stand still.

Stop Scroll Returning to the Top of List

With Windows 10, inside a lot of applications, when scrolling down through a folder or search list, the screen will return to the top of the list. Try to scroll down again, and randomly it will return to the top of the list. You loose the section you are
scrolling through.
