Windows 10: How to turn off Adaptive Brightness change brightness based on content

Hi,I think this is the name of the feature, though I'm not sure. The brightness of the monitor will change based on the content in focus. If I switch window, it can change app not in focus will dim. But it can also change when video playback goes through scenes with different brightness. Content adaptive Brightness

So content adaptive brightness is enabled, and I want to disable it however when I go to Settings -> Display -> Brightness and Color the option to disable/enable Content adaptive Brightness is not showing up, I even tried using an administrator account and the setting still didn't appear even on the admin account. How do I fix this? Also can UAC settings play a role in this or not?
