Windows 10: HP x360 Convertible stuck in Diagnosing PC loop

I had an employee bring in a Windows 10 laptop which is stuck in the "Diagnosing your PC" boot loop. I've tried pretty much all the suggestions I've read online and nothing has worked. Also reviewed the output log "SrtTrail.txt", which also says it was unable to find any errors. The person who brought it in said the Laptop did a windows update and reset but I personally didn't witness the update failing.

1. System restore - fails
2. Uninstall updates (feature/Quality) - fails
3. Reset PC - fails
4. Startup Repair - fails
5. Startup Settings restart and open Startup settings to access safe mode menu - fails

Does anyone have any other suggestions short of doing a new install of Windows 10 1909 from my USB image. The employee said there was photos that they would like to save.

If I install windows directly on top of the old version (no formatting of any of the partitions) it should at the very least retain my old files in windows.old correct?

HP x360 Spectre Windows Hello No Longer Working

Thanks for the suggestion. For reference (for people coming after me trying to find a solution), the steps Lee is suggesting are as follows:

• Device Security > Security Processor Details > Security Processor Troubleshooting > Clear TPM

Appreciate the help, Lee, but resetting the TPM using the process above didn't work. All it did was make me reset my PIN and sign in again via my Microsoft account. As I mentioned in my initial post, I have an HP Spectre
x360 Convertible 13-ae0xx, so I've been using the drivers found here:

Also as I mentioned, the latest drivers are installed - that's always my first go-to solution (other than turning it off and on again! ).

Any other suggestions?

hmm my TAICHI31 is starting to show its age now (especially the awful battery life now).

If the active pen means that the screen has a digitizer, this might just be my next convertible. Though I'm still unsure whether I could ever own a HP again, I hope things have changed for the better.

Edit; It seems HP have only mentioned the 'active' pen is digital so I'm guessing this means the Spectre x360 has a digitizer.
