Windows 10: I am locked out of my PC because of some kind of unauthorized security change?

I have always logged in to my PC with my windows password. At some point yesterday there was some kind of security change that I did not authorize and was not notified of, and now I have a message saying: "Your pin is no longer available due to a change to the security settings on this device. Click to set up your pin again." The problem is, the only password reset information it seems to offer is an old phone number that I no longer have access to. Why this is even linked on this device is a mystery to me, and when I went to try to reset it on the web, it told me it would take 30 Days to over

Unauthorized changes blocked

Using an older program, Paint Shop Pro 7, trying to save a photo to a new location such as the desktop or a library I am not allowed, and get this message.

I am trying to save this file yet the message seems to suggest I am searching for it!

 

Lock Screen can't be changed.

With regards to your lock screen concern, we suggest that you follow the steps provided below on how to enable your lock screen:

• Right click the Start button, run or
  press the Windows + R keys (run).
• Type regedit then, press Enter or click
  OK.
• Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Personalization.
• Change the value of NoLockScreen from 1 to 0 (zero).
• Reboot your PC to take effect.

PC Build Steps

Ok just because I like steps i am going to create some steps. Please give me the stamp of approval/disapproval

• Install system in case
  • Remember to connect SSD and optical to same SATA ports on motherboard
• Turn on PC
• setup HDD
• run blend test in prime95 for 30-60 min
  • run realtemp at the same time

• While in Prime95 test
  • if CPU goes above 70c in RealTemp, I have a leaky CPU
  • if my system locks up or blue screens, there is an instability in the system somewhere
  • if my system does not lock up or blue screen, my CPU is not damaged and I am in the clear!

What do you guys think??
