Windows 10: I am not able to use my computer help would be much appreciated

When ever I try to open any applications such as steam or Spotify it shows the same error message as seen belowI searched up how to fix this error message and most of them said to re install C++ because one of the files may be corrupted but when I try this solution it shows the same message as seen belowAfter this I thought restarting my computer would fix my computer but it kept showing the same message after countless attempts. At this point I was accepting defeat and tried to reset my computer because that worked in the past, But when I tried resetting my pc this showed upWhen I downloaded

Thank you john for all of your help i decided to get the usb my computer came with and factory reset it i didnt have anything that personal or valueable so its ok thanks for the help though i appreciate it
