Windows 10: I am receiving the error code 0x8000ffff

When I go to Settings->Accounts->Email & Accounts the try to add an outlook account the error code 0x8000ffff pops up. I am also not able to choose an account on Microsoft store because when I choose sign in it says "Lets get you signed in" then I click continue and the pop up disappears.
