Windows 10: I am stuck in a boot loop due to deleting System32.

Hello, i have reinstalled windows onto my seagate which can be used as an USB using a separate PC. The Seagate on the PC that i downloaded windows from say the USB has 900+GB free.then when i get onto my PC that is in a Boot loop to try and reinstall windows from the USB, it says additional space needed when i know for a fact that is not the case. someone please help me, i have tried every single option the boot manager has to repair but i know the issue is not having the system32 file, which is why i was trying to reinstall windows using a USB.what should my next steps be? i cant get into w
