Windows 10: I cannot download the 1903 upgrade

I cannot download the 1903 upgrade on my hp computer. It told me to delete Avast so I did but now can't start or find the installer. I really need some simple help to get this downloaded. I have downloaded a number of times but it will not install it. Avast is gone but still have driver updater and clean up installed, do they also need to be deleted and reinstalled?

As far as Wifi any chance it is Qualcom inside USB adapter, if Qualcom then yes known issue.


I might create another user (Local) and when if try again see if this issue occurs on both users.

Would also suggest you run the first 5 steps in this tutorial to see if you have any corruption with current build.
