Windows 10: I cannot get rid of Swedish language

I have tried to get rid of swedish from my newly purchased laptop, but I cannot get rid of it. I have deleted it from my preffered languages in the "region" settings, I have set up my microsoft account's preffered language to english, I have even tried changing the language for non-Unicode programs , but no luck in completely getting rid of it. My notifications are still in swedish and so are other few details like my homepage in my browser, my startup screen saying welcome in swedish and more. Please help me get rid of it

Open the Settings App (gear icon on your Start Menu)

Go to Time and Language - Language

How many input languages are listed in the Preferred Languages section

Is the Swedish Input language listed there?

Do you want just Swedish as an input language or do you want multi-language input?

 

Default display language pack remains Swedish

despite following all the correct downloading of language packs and also making sure that English is at the top of the list of languages, the default display language stubbornly remains swedish, which means i cannot use Windows 10 at all since i need English,
although living in Sweden. Can anyone help? My Windows 10 Pro version is 1511 OS version 10586.104

Thank you for getting back to us. We are sorry that you are still facing the issue.

I suggest you to change the language from Control Panel by following the steps provided below and check.

• Press Windows key + X and select Control Panel.
• Change the View by from Categories
  to Small icons and click on Language.
• Click on Add Language.
• Double click on the Language you want to install.
• Select the language and click on Options.
• Click on Download and install language pack.
• After the language pack is downloaded, change the default language and check for status.
