Windows 10: I can't fully download/install any file from any of my browsers

For the past five days I have not been able to fully download or install any file. Whether I try FireFox, Chrome, or Edge if I save or run a program file for download it downloads to the browser but then when I click on the downloaded file in the browser nothing happens and the browser locks up and I have to use the task manager to close the browser. I have been googling a fix for a few days and can't find anything. I haven't done anything out of the ordinary before this happened. I'm running Windows 10. I have no clue what is happening, any info is greatly appreciated to find a solution.

Downloaded files disappear


When you download a file through any browser, there's an option somewhere to 'Open Containing Folder.'

In Windows, to find a file you have downloaded...

1. Open your personal folder by clicking the Start button and then clicking your user name at the top of the Start menu's right pane.
   
2. Double-click one of the following folders:
   
   • Downloads
     
   • Documents
     
   • Pictures
     
   • Videos
     
   • Music

If you do not see the file you are looking for, but know its file name, you can search for it by following these steps:
To search for a file you have downloaded...

1. Click the Start button
   
2. Type all or part of the file name into the Search box.
   The file you are looking for will appear in the list of results.

 

Insurgency wont install and run for me....

I have played and have fully updated CS and Half life 2....
I am using the newest client and installed the SDK.

I am completely blown away, if i click the desktop icon it starts the sdk and then closes, and it doesn't show up in my game list...

First mod attempt install here, followed the directions step by step on the mods website...

Any ideas?
