Windows 10: I get the “new app ms-wpc” error when trying to log into a certain account

Hey all,

I keep getting the “You need a new app to run: ms-wpc” error with the only option being an unclickable “OK.” The screen also flashes between two different shades of gray with the toolbar flashing on and off of the screen. It has no apps or network/volume settings shown. Earlier, I tried to log in but the monitor just switched erratically between “This might take several minutes” and “Hi.” I’ve tried the whole PowerShell prompt thing on an admin acc but it didn’t fix it. I’ve also blocked/allowed the account a couple of times. It hasn’t helped. Anyone know how I could possibly deal with this without wiping the computer? (Sorry for potato images, can’t exactly screenshot in this state)

When I try to open Google Chrome, I get an error message saying "You'll need a new app to open this ms-wpc"
I don't even know how to download whatever that is.
