As there is no Open Button in the error display Window, I suggest you to click on the Right Arrow button in the bottom left corner and check if it helps or displays the full error message.

I suggest you to run the Internet Explorer Performance troubleshooter by following the steps provided below:

• Type “Troubleshooting” in the search box and press Enter.
• Click on “View All” in the top left corner.
• Click on “Internet Explorer Performance” and follow the prompts for troubleshooting.

1. Compatibility View may be telling Yahoo that you're running an earlier version of Internet Explorer.

From Internet Explorer> Tools (on the Menu Bar) (or Alt + t)> Compatibility View Settings, verify that the site is not in the list, that "Use Microsoft compatibility lists" is unchecked and that "Display Intranet Sites in Compatibility View" is unchecked.

2. Also worth trying- clear the cache.

Internet Options> General tab> Browsing History> Delete> uncheck "Preserve Favorites website data" then delete Temporary Internet Files. No reason to delete cookies, history, passwords, etc.
