Windows 10: I have a problem with my laptop?

Hello, so I have a problem. I reset my laptop today and my mum has reinstalled it, apparently she has ticked or set something wrong. Anyway, I can't download stuff anymore because if you want to download something, you have to confirm that you have downloaded it through some program etc. changes on the PC can be made by any program etc. But I cannot press Yes. I only have the possibility to press No. I can also not access the accounts to make me the admin. I can't reset my laptop because I can't press "Yes", this option isn't there, only "No". Can anyone help me?

Windows 10 1709 System Restore problems...

That seems to be an attempt at Option 2 in the tutorial, which requires you to
a. Boot to a command prompt (Did you?)
b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.

If you still have problems, please repost listing each specific step and saying which option from the tutorial you are using. Thanks.
