Windows 10: I have been trying to update to 18362-1 but get Error 0x80070002 Retry

I have been trying to update to 18362.1 from 18343.19h1_release 190219-1422 for the last several weeks . It keeps trying to update to 18362.1 but keep coming up with the same thing. (There were problems installing some updates, but we'll try again later. Windows 10 Insider Preview 18362.1 (19h1_release) - Error 0x80070002 Retry) I have tried several things for this error number but nothing has worked

The error code is 0x80070002 (windows 10 app store, new app installation issue "try again later")

• Select Windows Update
• Click on Advanced, check mark
  Apply repairs automatically, and then click on Run as Administrator.
• Follow the onscreen instructions.

Error: "• Windows 10 Insider Preview 16199.1000 (rs_prerelease) - Error 0x80070002"

Did 3 times windows update troubleshooter. But still it gives error.

"There were problems installing some updates, but we'll try again later. If you keep seeing this and want to search the web or contact support for information, this may help: Windows 10 Insider Preview 16199.1000 (rs_prerelease) - Error 0x80070002"

I have tried atleast 5 times with retry and randomly it goes thru and asks to update and it fails.

It takes hours to debug needs lots of time for other steps of safe/clean boot etc...

Hope Microsoft makes it easy to give reason of failure with 1 or 2 steps to try.

I am stuck with this for past 2 weeks and Microsoft should come out with automated fix.
