Windows 10: I have enabled secure boot but it shows disable in the information tab

I have enabled secure boot but it shows disabled in the information tab.I do not have the legacy support optionwaiting for the reply

I have been playing around with the bios all morning. No success. I went to hp website installed latest bios. No change. If I plug the SSD to the internal cables and boot, it does nothing. If I plug it in via USB, it won't boot, but the bios DOES recognize. I move it to the top of the boot order. I attach it to the internal cables. Boot, nothing. I will look at the bios for the information you questioned.

I entered the laptop bios. Very simple bios screens. Not much detail in any tabs. I opened security tab. It basically says no password is set for hdd/ssd, but that SECURITY ENABLED. Then I opened the bios for the hp desktop. Very involved bios. Four main tabs, storage, security, power, advanced. Under storage it has categories device configuration. I opened it and it listed SATA - AHCI. Another subcategory or Boot Order which showed Hard Drive on to (calling it a USB Hard Drive). Then I opened the SECURITY tab. Under it is a subtab Device Security. In it it shows SATA0, SATA1 as Available (if you change it it makes it hidden. I left it available). Then it shows all USB ports Security Enabled. Here It lists all the ports on front and rear of computer, and it shows one internal port. I suspect this is why the internal hard drive is called USB Hard Drive. But whatever it is, it too says Security Enabled. Another tab is called NETWORK BOOT, which shows as enabled. The only thing disabled is something called "Virtualization Technology.
Now one thing I noticed. There is something called Legacy Boot. It is in Disabled mode.

 

Cannot Disable Secure Boot

In BIOS, there is an option to disable/enable Secure Boot.

Whenever I disable it then go to boot windows, it tries and fails to boot about 5 times, then goes to a windows screen saying something along the lines of 'Cannot load windows, restart or troubleshoot'.

Troubleshooting does not work, nor does restarting.

When I switch from UEFI to Legacy in boot list options, it simply says that there was no OS detected.

Is there a tool or something that I can use to disable it instead?

TL;DR: Cannot Disable Secure Boot because if I do I cannot boot to windows.

Then on the Boot Tab, in the Boot Order List what is listed in the Boot Order List?
