Windows 10: I just turned on my pc and this popped up does anyone know what this??

I just turned on my pc and this pop up showed up I've fully scanned my pc tried too look up what this is but nothing showed up my pc has been under performing lately and my cpu is always at a high usage can this be the issue is it some undetectable malware that i couldn't find.https://imgur.com/a/pEYBA0S

PC Build Steps

Ok just because I like steps i am going to create some steps. Please give me the stamp of approval/disapproval

• Install system in case
  • Remember to connect SSD and optical to same SATA ports on motherboard
• Turn on PC
• setup HDD
• run blend test in prime95 for 30-60 min
  • run realtemp at the same time

• While in Prime95 test
  • if CPU goes above 70c in RealTemp, I have a leaky CPU
  • if my system locks up or blue screens, there is an instability in the system somewhere
  • if my system does not lock up or blue screen, my CPU is not damaged and I am in the clear!

What do you guys think??

Pop-up blocker helps user to prevent pop-ups from displaying in a user's Web browser.

Follow these steps to block pop-ups in Internet Explorer:

• Open Internet Explorer.
• Open the gear icon at the upper right of the Internet Explorer.
• Select Internet Options.
• Under Privacy tab, put a check mark on Turn on Pop-up Blocker.
• Click OK.

Follow these steps to block pop-ups in Microsoft Edge:

• Open Microsoft Edge.
• Open More (icon with three dots) and select Settings.
  
• Click View advanced settings.
• Turn Block pop-ups to On.

How do I turn off pen feedback in Windows 10? (pop up, bubble = Ctrl, Alt, Shift)

We suggest you follow the troubleshooting steps below:

• Press Windows key + R.
• On the pop-up window, type gpedit.msc, and hit Enter.
• Click through User Configuration > Administrative Templates >
  Windows Components > Tablet PC > Cursors.
• Double-click Turn off pen feedback, and select Enable.
• Click Apply, and click OK.
