Windows 10: I keep getting "we couldn't install this update, but you can try again 0x8007001f"

I have been trying to install the latest feature update 2004 and I've been getting this message. I've try many times. I see this kind of error is listed in some previous discussions, but there doesn't seem to be a universal solution. I have tried many of the solutions mentioned without success. Can you point me to a step by step resolution?

Based on the logs you've provided, it seems that one of the possible cause why you cannot install Windows 10 Creators Update is your antivirus. In the meantime, we suggest disabling your antivirus, then try to install the update again.

Yesterday I tried installing feature update to Windows 10, version 1903. It was downloaded to 100% but somehow failed to install it on my laptop.

I restated my device and it says "Feature update to Windows 10, version 1903 (a caution sign in yellow colour) We couldn't install this update, but you can try again (0x80244018). The next version of Windows is available with new features and security improvements.
When you're ready for the update, select "Download and install now"."

And there is a Download and install button below.

I want to know why I need to download the whole update again which had already cost me about 3 GB of data on a metered connection. Where that update file has gone? Why is it asking to download it again?
