Windows 10: I need help getting back access to an account that was deleted

My microsoft account was hacked and my minecraft account linked to that account was changed and my microsoft account deleted. Where do I go to possibly reverse this? I can't find any sort of help for my issue nor a real person to give a specific piece of advice.

If you can access the admin account through safe mode then all you have to do to remove the other account passwords is go into User Accounts in the control panel and either delete the accounts or, I'm not sure, remove the account passwords.

I have an operating system with three accounts on it, 2 administrators and 1 limited
I need to delete one of the administrators but i have no access to the other
I can plug the hard drive into other computers to access it from there

Does anyone know how to delete an administrator account from another os on another partition (or using a live cd)?

I dont have access to the administrator account and i need to remove the other administrator account
