Windows 10: I updated windows 10 and now i cant acses the serach bar and settings wont open

A few days ago updated windows 10 and it when smoothly but one day I couldn't search using the search bar next to the windows icon so I when to click on settings to see what's wrong but I was greeted with a message that said There’s a problem with Settings. Refreshing your PC might help fix it. I've restarted my pc numerous times but it didn't help can anyone help me with this?

• First of all from Start Menu, open Settings (Type settings in the search bar and it will appear).
• locate and select “Update and Security“.
• in this window, Locate “Advanced Options”. Click on it.
• In Advanced Options; Click on “Choose How Updates are Delivered“.
• Turn off Updates from more than one place.

Click the start button, in the search box type in 'windows updates', click on 'windows update'
in the search results list, in the left side of the windows update window click 'change settings'
then in the option bar select 'Never check for updates'.
