Windows 10: I want to limit the output packet of a specific program.

   I've tried using NetLimiter, but it's not possible because it's blocked from running.
   
   1. I tried to use TMeter, but it was impossible to limit only the output packet.
   
   Let me know if there's any other way.

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

Very nice. Got a question though: is it possible to find out what packets are going to and from each process? You say on step 6 that the OS directs the packet to the process.. But is it possible for we, as the programmer, to intercept this and then perhaps filter all the packets so only packets going to and from suchandsucha.exe are shown?
