I'm desperate for help; pc will only open to repairs options page?

I have a 2016 Hp. I have win 10 minus the latest update on it. I installed some new drivers on it and it didn't run right. I restored my pc to a earlier restore point and that didn't help it. So I decided to reinstall win with a microsoft media creation tool. Have used this in the past. No problem. This time when I went into my files, it kept my personal files and renamed my account name I use on my files. I reinstalled my privacy settings on pc. I decided to try another restore point. Now when I power on I have to enter a password. It tries startup repair, then it goes to diagnosing my pc. Then the repair page comes up with troubleshooting options. It will not reset win 10 from the cloud or my files. Restore point says operating system C: was not enabled. Am I doomed and need to spend $100 to take it to the guy up town? I hope you can help me

    Thanks so much!

Need help to resolve Windows 10 Error Code: 0xc0000098 (your PC/Device needs to repaired)

I recently moved to windows 10 from windows 7.
Once I restarted my PC, it was stuck to Operating System Not Found.

Then I used bootable USB to repair a laptop.

On the first go, I tried below steps.

    1. Enabled External Boot Device in boot setting menu
    2. Completed language setting
    3. Clicked on Repair your computer which is just below Install Now option
    4. Opted for Troubleshoot option
    5. Went to Advanced options
    6. Clicked on Startup Repair

After all the above steps, it just stuck to a blue page mentioning Error Code: 0xc0000098

Now every time I try to repair a laptop using a bootable USB, it always stuck to this blue page. I have posted a video having this problem .

I'm desperate for help; pc will only open to repairs options page?

Windows 10 Advanced Options Menu to Repair

I would try the following steps in order:

    1. Remove the laptop main battery for a few minutes - may reset something
    2. Load BIOS defaults
    3. Install Macrium Reflect Free on another PC, create a Reflect USB repair disk then use that disk to repair your laptop
    4. Recover from backup if you have one
    5. Perform a Windows 10 repair install - see instructions on this forum
