Windows 10: Im getting cockblocked by windows (administrator problems)

Hi so ive been having this issue where my pc boots up to desktop then cuts out i will get no signal but my pc will continue running till i force it off. I was using system restore to go back to a previous version of windows to "fix" my issue as it was the only thing to resolve it, but its temporary as the problem comes back a week or so later everytime. This time i cant use the restore function as its been longer than 10 days so the option is greyed out.

My next problem is that windows isnt recognising my account as administrator so i cannot do the start up repair or even reset the pc. I can boot my pc into safe mode and it works fine but other than that im stuck in the constant loop of no signal then restarting pc. I tried creating a flash with iso file to do a full system reinstall but i need to disable secure boot but that option is greyed out in bios and i have no idea what to do next. Ive also tried to active the hidden administrator in CMD but it still dosent recognise an administrator account. If theres another possible way to do a full wipe of my pc id happily do it just to see if it fixes my issue permanently but right now im not sure what to do next.

Really need some replies as im honestly stuck atm.

I had a problem with the windows installer getting stuck and shutting down, here's the fix they sent me:

An issue with the Customer Experience Improvement Program (CEIP) client in Windows 7 beta is causing Explorer and some MSI-based installers to stop working properly.

To solve this problem, follow these steps:

1. Click the Start button , click All Programs, and then click Accessories.

2. Right-click Command Prompt, and then click Run as administrator. In the User Account Control window, verify that Program name is Windows Command Processor, and then click Yes.

3. In the Administrator: Command Prompt window, type or paste the following text at the prompt:

reg delete HKLM\SOFTWARE\Microsoft\SQMClient\Windows\DisabledSessions /va /f

Press Enter to install the solution.

If "The operation completed successfully" displays, close the "Administrator: Command Prompt window" to complete this procedure. If "ERROR: Access is denied" displays, repeat this procedure from the top, making sure you clicked Run as administrator in step two.

 

Administrator level User

Use Option Five again, but this time boot from a Windows 10 install usb or recovery drive. You only get asked to select an administrator account if you boot from the system's own Advanced Startup.
