Windows 10: im having trouble with my new computer

so i just bought this computer from facebook ,a hp stream laptop ,but ever since i got it yesterday i cant create or delete an account , to create an account i need to delete files but i cant delete files with out turning off uac but to turn off uac i cant cause its blocked and gives me this "cannot find file" so i cant delete stuff and i cant delete anything else cause of the protection so i only have 342 megabytes out of the 29.1 gigabytes of storage so i need help on how to delete storage

Strongly suggest you watch some youtube videos on Macrium and follow them step by step, making sure they are current.

Also make sure you have the manual to hand, and use the extensive help provided with the product.
