I checked the spec from Dell.com, your Precision7520 have only one Type-C port with Thunderbolt 3, so the MI ANC Earphones won't work at this port unless using a USB A to Type-C converter and connect to another Type-A port.

It's in Chinese, if you could not read, let me tell you the general meaning:

One fan of Xiaomi did some tests and got the conclusion, Mi ANC Earphones could work properly on Type-C port only if this Type-C port is NONE-compatible with Thunderbolt 3. So this seems you won't get these earphones to work.

Additionally, this article also provides a solution: use a USB A to Type-C converter will make the earphones work!

Here is one converter tested to work well from the Xiaomi's community:
