Will 8 GB make WIN10 run ok on a Core 2 Duo?

Microsoft lists the Windows 10 minimum hardware requirements as:

    • Processor: 1 gigahertz (GHz) or faster processor or SoC.
    • RAM: 1 gigabyte (GB) for 32-bit or 2 GB for 64-bit.
    • Hard disk space: 16 GB for 32-bit OS 20 GB for 64-bit OS.
    • Graphics card: DirectX 9 or later with WDDM 1.0 driver.
    • Display: 800x600

    But I reccomend

    1. processor: 2.5 GHz Dual Core (Faster is better)
    2. RAM :- 4 GB (2018 Atleast 8 GB)
    3. HDD 320GB
    4. GPU :- any (Nvidia Tiatan v is the Best)
    5. Display :- 1920X1080 (Full HD)

Windows 10 not utilizing processor cores properly

I blew air thru the two exhaust vents in the back until no more grey clouds of dust came shooting out of the intake areas, and now my processor is no longer being thermal throttled as much. However, cores 1 and 3 are still seeing 100c temps.

my speeds are averaging 1.86 - 2 GHz at idle, but occasionally it will drop below the 1.6 ghz mark when cores 1 and 3 hit 97c+.

cores 0 and 2 are maintaining an average of 65c - 67c. what could be the cause of the temp differences in the cores? Is it possible that the thermal paste connection has partially failed on the heatsink?
