Try Security Policies (WIN + R > secpol.msc) instead of Group Policies, check all three items under Network List Manager Policies, most important item being All Networks:




To simply turn of Network Location Wizard it should be enough to add key NewNetworkWindowOff in registry HKLM > System > CurrentControlSet > Control > Network

Had to browse back this thread to find your unattended.xml, noticed that you have set value of ProtectYourPC in Pass7 OobeSystem > OOBE to be 1.

Values 1 & 2 are for Express Settings defaults, including Location service enabled. Screenshot from OOBE in Creators Update, idea is the same in LTSB 2016:





Use value 3 to turn off defaults.

 

Thats helpful, thank you! So I updated my unattended.xml and set it to a value of 3. Now my location service is turned off...yeah!

Are these settings handled a bit differently when using sysprep?

 

Apparently yes. Honestly I have not a clue how to turn all those off by default in deployment image.

 

I'm going to spend some R&D time on this as I have not found anything regarding this so far. It's like sysprep delibrately ignores your custom privacy settings...

 

Slightly off topic:

I am one of those users who do not believe that Microsoft employs some people to keep track of me. I gladly accept default privacy settings, in fact turning as much on as possible if off by default. The user data they collect is not to spy on me, they do not laugh at my selfies taken after a pub night, share them at campus café in Redmond to entertain their staff. They don't inform my ex-wives that I called them witches in an email or Skype chat, they don't record and sell my credit card data on dark net. They don't read my emails and Skype chats, they do not check my Word docs and Excel sheets for personal data. They don't care if I visit an adult site, they don't forward my online bank statements to tax authorities.

Purpose of anonymous data they collect is to make my Windows experience better, key word being anonymous. Using that data Cortana serves me better the more she learns about me, and so on.

In my personal and of course very subjective opinion I can see no harm in for instance camera and microphone being enabled by default.

Anyway, I agree that you should be able to disable them in your deployment image if you so prefer.

 

Re. Ex-wives - they do not need to be informed - everybody knows ex-wives are telepathic *chuckle.

 

Yeah. I have four of them, seeing them usually only when they fly on their brooms in night sky on Halloween on they way to harass other men.

 

This was definitely an interesting read and I can see myself testing those answer files for my case.
