Windows 10: in the last 2 days my cursor has started to flutter around in a small area

I'm on Windows 10. I've had a strange thing start happening with my PC. The cursor has started fluttering or dancing around in a small area. it continues as you move the mouse around. the movement is quite quick and its small shifts just enough to be annoying and make it difficult to click a button or action. the best way to describe is - its like my mouse pointer has Parkinson's….

this started yesterday with nothing that obviously precipitated this problem. I haven't installed anything. I use Teams all day and MS office. I actually am thinking this is a teams related issue based on the pattern. I can't specifically say why as I wasn't mentally noting what changed, but I did note that when I started using teams to navigate through several teams and folders, the fluttering stopped.

Yesterday I attempted to reboot and did not resolve. in fact, I found the only thing that stopped it was to undock my laptop HP zbook 2019 model and then it stopped. I found this suggestion from internet search on this topic. still this is not a viable long term solution. I've heard several colleagues experiencing same thing recently.

Wow and flutter?

Hello guys, I have noticed some effects similar to the above description.

It doesn't happen very often, but a few times it was quite noticeable.

The music player was running among Maps 3.

Could it be that when the phone CPU is under stress, audio playback can suffer "wow and flutter" like effect?

cursor dissappeared

Thank you both for your prompt replies, I tried all steps listed, some I had tries previously but I still tried them again, but still no cursor.

Do you have any other suggestions?
