Incessant beeping, high useage of Windows explorer

Windows version 1909 build 18363.836. computer has 3 note chime every 3 seconds. Task manager shows Windows explorer using 9 to 14% of the time even with no Explorer windows open. with an Explorer window open usage is 17 to 37%. Com Surrogate also shows 4% usage though I can't remember this being high before. I couldn't empty the Recycle bin, though closing the Explorer window did empty the bin - or at least it shows empty. Tried rebooting several times. The last thing I recall doing before the chimes started was to change all my email accounts (Outlook 2016) from pop3 to imap. Restarting Explorer from Task manager will make the chimes miss 2 beats, but then they start back up. Ending Com Surrogate does not cause a break in the chimes.
For the record, the computer is a homebrew with an Asus Maximus Formula VIII mobo, a 6700K processor running at 4.28 GHz. 64 GB memory and BIOS is current at 3801. It has an Asus Geforce GTX1080 graphics card not overclocked. There is an Adaptek 8805 RAID card supporting a 30TB drive.

    Windows 10 Tweaks

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

    • Open a new Explorer window.
    • Click View in the ribbon.
    • Click Options.
    • Under General, next to “Open File Explorer to:” choose “This PC.”
    • Click OK
