Windows 10: Incorrect default setting for quotation marks in Croatian language

Hello,
It seems that Croatian quotation marks in all Microsoft products (Windows 10 and Office 365) have an incorrect default setting, and show „“ (Alt 0147) instead of „”(Alt 0148). Is there a way to correct this to match the Croatian language standard? Also, the Croatian keyboard setting is listed as "Standard", so it would be great if the name could be changed into "Croatian" to make it more accessible.

To remove the Croatian language in Windows 10, we suggest that you follow these steps:

• Open the Settings app, select Time & Language, and click
  Region & Language.
• Under Add a language, select English, and click
  Set as default.
• Select the Croatian language and click Remove.
  
• Close the Settings app, restart the computer, and check if the issue persists.

crazy quotation marks

when I type quotation marks the first one is inverted and at the bottom of the line, the second, turned around. eg.: „of new possibilities“

This is happening in only one document. and the only soultion is to cut and past every correct quotation mark.

I have read all the similar questions and no one has suggested a correction that works. There are lots of language related suggestions but all solutions thus far have failed. Please give explicit instructions.

Croatian keyboard layout is missing in Win10 installation

This issue might have occurred due to incorrect settings. I would suggest you to follow the below steps and check if it helps.

• 
  Type settings in the search bar and press enter
  
• 
  Click on time and language
  
• 
  Click region and language
  
• 
  Click on add a language and select the language “Croatian”
  
• 
  Now under languages you can find your language
  
• 
  Click on that and select options
  
• 
  Under keyboard layout you can find your Croatian keyboard added.
