Windows 10: Inescapable set up pin loop

My son cannot log in to his laptop running windows 11. It asks him to reset his pin every time it starts up. When tries to it says it is sending a code by email, but never does. When he clicks skip for now, it just takes him back to the beginning. We have tried:Restoring to the last retire point. No change.Re-installing Windows. No change.Accessing and resetting his Microsoft security info on another device. We just get to the code not being sent issue.Installing the Microsoft Authenticator app on his phone. Same code not being sent issue.We’ve checked all hi email accounts to see if a code is

Cannot set up PIN after Creators Update

In this case, we recommend to repair and set up a new PIN by doing the following steps:

• Open File Explorer and browser to this location:
  

C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC

• Delete everything within that folder. You must be logged in as the Administrator to do this.
• Go to Settings > Accounts > Sign-in Options.
• Click Add a PIN again and set your PIN.
• PIN sign in should work moving forward.

Windows Hello - PIN Loop

Thank you for the information you have provided. Since you have created a PIN before, we are going to reset your Windows 10 PIN. Kindly follow the steps below:

• Open Settings > Accounts > Sign-in options
• Click on I forgot my PIN.
• You'll get a warning that you'll need to log in from scratch to access games, social networking, and more. Click on
  Continue.
• Enter your Microsoft account password and then set up the new PIN.

Pinning "Settings" to the Taskbar

I've tried both suggestions. But thanks to your(?) earlier post, I do have an icon pinned to the taskbar for settings.

Both were my posts In fact, at first I forgot to post the usual steps to pin Settings to taskbar, and rather complicated (which I thought) by suggesting you create a shortcut. Hence the 2nd post. Anyway, glad the shortcut method helped.
