Windows 10: information popups interfere with windows

There are some sort of pop-up a type of informational tip that interfere with simple mouse functions. Such as the closing of apps, filling boxes that require input text, etc.. Is there a way that I can disable this pop-up? It constantly blocks my mouse in interacting with things. The following are examples when I wanted to close the windows but the pop-up blocks the "X" to close the window.

I would give the other 3 options mentioned in the first guide:

• STEP 3: Use HitmanPro to scan for malware and unwanted programs
• (Optional) STEP 4: Reset the browser settings to their original defaults
• (Optional) STEP 5: Double-check for malicious programs with Zemana AntiMalware

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
