Windows 10: Input Lag for 2 years, can't solve issue

Hey guys, was hoping someone could help me with this. I have noticeable input lag across all games, be it mouse input lag or controller (steering wheel) input lag. It is the same amount of lag even in games where I'm hitting 120fps.

This never happened on my previous laptop running windows 7 (which is a 9 year old laptop). The issue is happening on a Lenovo Legion Y520 15IKBN, Core i5 7300HQ, GTX 1050 Ti, 1TB Samsung SSD, 32GB RAM DDR2400.

I have tried literally everything I could think of, changing mice, installing everything on SSD (currently I have an SSD only), buying the max possible RAM I can fit. Reinstalled multiple times. Got rid of Microsoft junkware.

I turned off game bar and it helped, only to come back (but not as bad). I turned off multiple useless processes like windows store, your phone, print spooler, etc (annoyingly they turn themselves back on without my permission but that's a rant for another thread). I've turned off the wifi and internet and turned off windows defender. None of it consistentlyhelps.

Intermittently my input lag will go away enough to make games feel more playable but it often returns. I cannot understand why it's fluctuating. So I know it's possible to have a playable level of latency but the OS has a mind of it's own.

Nvidia panel is set to performance as well as low latency mode.

I'm tearing my hair out here and hating windows 10 with a burning passion because I've never had these issues on 7 with a lower spec laptop. I hope somebody can help me solve this.

If it makes any difference, I had my display repaired when I first bought the laptop because it had lines on it. Could my issue be some kind of hardware fault? This is still happening with games running at 120fps

x1900xtx input lag

Ok I have the same issues with the input lag when using ati tool and the dynamic fan control. I only use ati tool for this feature so my question is this: does the latest version address this issue and if not, can I control the fan speed a different way that wont cause the stupid input lag? The x1900xtx get HOT and I like ati tool, but it is hard to play css when you have input lag for 3-4 seconds every 2 minutes. Please help me ASAP. Does .26 version fix this or what are some suggestions that might eliminate the input lag but still be able to use this great tool? Thanks! Does anyone know if ati tray tool works better in this department?

 

Input lag?

• So I had to install the last fall creator's update because of mandatory security updates. Sometimes I launch tf2 and there's major input lag while other times there isn't. I used to have a solution of reverting to a version before the fall creators update
  but I've tried that recently and I needed to reinstall Windows 10. Another solution was to just restart but I don't want to have to restart my laptop every time I want to play video games. I don't know what's causing the input lag, whether it's because of
  the game or the OS or Logitech Gaming Software (which might not be the issue since I had this issue way before I ever got a logitech mouse). I suspect it's the OS and the fall creator's update. I need a permanent solution to stop this input lag. If anyone
  has one, I would really appreciate it.

Thanks for all your help everyone. So is there any known issues with input lag when using ATT like the known issues with ati tool causing input lag all the time. I want to control my gpu fan but I dont want any input lag. Does ATT accomplish this? I primarily play css. THanks
